You can comment on an observation, make an observation, share an observation, record an observation, but an observation alone stays with the observer as a memory of sight, sound, smell, taste, and/or touch. A comment is a written or spoken personal reaction, possibly based on an observation.

When a person observes he is closely examining a situation, an item, or an idea. He looks at the color, shape, texture, amenities, etc. of an item or he thinks about the possible outcomes of a situation.

Once he decides to make his ideas known about his observation, he is making a commentary. A comment is when a person decides to speak, or write about what he observed. A comment need not be objective since it is not based on scientific research or historical facts, it is based merely on personal observation therefore, it can be quite a bit subjective.

Example: "I've looked at many laptop computers and this one offers me more amenities than others do at the same price. I like the color, the weight, and the programs. It's a perfect fit for me, I'll buy it!"

In most cases, unless the observer is highly trained and careful, there is no significant difference. People assume that their observations are transparent, presenting something exactly as it is. But most observations are built out of our culturally derived beliefs and predispositions. So an account of that observation, a "comment", only restates the underlying processes which shaped the observation, and adds nothing (for the observer).

to comment is to voice that observation or opinionate on the observed
