Say 1$ = 100 JPY, and 1 GBP = 200 JPY.. Does this mean that 1 GBP = 2 $??

You almost got it. It's not as complicated as that though. The exchange rate is by direct comparison only and is dictated by the closing seller's price at the end of the previous day's business.
