There are heaps of mathematical formulae that result in 1.
My favourite is e^i(pi) + 1 = 0
To actually define it is slightly trickier. It is the unit upon which all other numbers are based. You can define one to be anything you want it to be, and if you build the rest of mathematics up from there, it will all be correct.

In conclusion: no.

Our number system is progressively built up, starting with the Integers (ie 0,1,2,3,...) and these are defined in terms of set theory. Will have to use O for the empty set. Then define 0 by 0=O, define 1 by 1={O}, define 2 by 2={O,{O}}, define 3 by 3={O,{O},{O,{O}} etc Arithmetic can then be defined and the process has started.

actually the existence of the number 1 is one of the fundamental axioms from which all mathematics can be derived

there is no formula for 1, 1 is an assumption

you should read a book called 'the road to reality' by penrose. he describes this exact problem in the introduction. he argues that there is no formula defining what 1 is, but suggests that it is an independent ontological entity with platonic existence.
