It is a term used mostly by Retailers to discuss head count. Optimum Blance is 1 full-timers (usually superivsors) for every X number of Part-timers.

No such thing. Anyone who thinks they have achieved this is a complete tosser. Although you should still strive for a balance in your workforce which includes permanent, part time employees, contractors, etc. The general idea is to get the permanent employees to be dedicated to the day to day running of your business and the casuals and contractors to do the new or hard/challenging work that they are experienced at. Permanent employees seem to be reluctant to take on new ideas/technologies whereas contractors/casuals sometimes have experience in new technologies. You can counteract this with good training for your permanent employees but not much beats experience. Just my opinion.
