Tell Howard to get a life and leave you alone. I am not sure how he would get your number, but you can file a complaint with the phone company and they will tell him to stop calling or change your number , which is a pain but workable

Tell him to stop calling.
Tell him if he doesn't, you are filing charges.
Change your number as suggested above. This is usually free the first time (in the US, anyway).
