Intentionally killing civilians to cause fear and further your political agenda is a part of terrorism. Unfortunately when waging a war, you will sometimes have collateral damage, ie the death of civilians. Israel isn't targeting civilians, but unfortunately some will get caught in the middle. There's a big difference.

Deliberately targeting civilians is an act of terrorism. There is no evidence that Israel is targeting civilians. No Pizza parlors blown up by a suicide bomber. No schools invaded. No rockets aimed at residential areas.
Israel doesn’t have as its principal goal the elimination of any Muslim country or people. It would settle at being let alone, but would love to have friendly relations with its neighbors.
Do you recognize Israel’s right to exist in peace? If not then you are part of the problem that causes Israel to act as it does to protect themselves.

i think when the life of a population becomes dark , hard , and without no hope because of the increasing use of power by Israel , Palestinians do everything possible to get themselves out of this hard life . so there are many reasons that cause Palestinians attack Israelis while Israelis do attack Palestinians without any reason . what i wanna say here that Israel is the guilty party and it has the solution to put an end to all its attacks and crimes toward Palestinians in order to have a real peace with Palestinians . this hint is addressed to all Israelis NB : " do not ever forget that you have occupied Palestine while you do not deserve any piece of Arabian land , moreover , be sure that when the chance comes to us - Arab - after changing these Arabian week governments , you will be destroyed . i promise ... No, terrorism is the targeting of civilians as the primary goal. With Israel, they are targeting terrorists who hide behind civilians, the civilian casualties being an unfortunate collateral damage when going after the primary target - terrorists.
Terrorists are scum. So are the people who support them and make excuses for their actions.

Specifically targeting innocent civilians or collateral?
One side drops into a pizza joint and blows up everybody. The other side shoots rockets down at the cars of the guys sending kids in to blow up pizza joints. Seems like two different things.
