my existing ones have totally rotted ,i want the least expensive way thanks

You didn't give much info. so it's hard to give you a good answer.
It depends on where the joists are located.
Can you easily get to them?
Add a new joist next to rotted ones if possible,if not your going to have to rip up sub-floor to get to them.
Pretty big project for DIY'er

Without knowing where, what is under it (crawlspace maybe) there is no good answer. However, they rotted for a reason. Solve that problem first before replacing the joist. In a crawlspace it is usaly a lack of ventilation or absence of a proper moisture barrier under the floor.

When you're at it, consider insulation as well.

If it is the crawlspace, depending on how rotten your joist are, you may get away with a new beam under the middle of the span, wedged up underneath. Otherwise install new joist along the old ones, nail or bolt, maybe wegde them from the footer up.

The best thing to do then is to replace them. If it's dry rot, then get a dry rot specialist to assess the extents of the damage.

Get timber joists of similar sections. Check that the supports (ie: beams, hangers, etc.) are ok as it would be pointless to replace rot damaged joists if the structure supporting them are compromised too.

tkae a new peice of lumber the same size as your existing joist work it into the same spot next to your existing joist and nail it in. do this for all the affected joists.

buy exact same size new joists and placethem directly beside old ones and nail on where u can

get a sawall,check for wires,first!,under floor,pipes etc....cut thickness of top of floor,usually3/4" up to 1 inch, pull up plywood,in,sections,can reuse,if not rotten,and ,depending on what you plan on covering with?...use metal blade,cut end of a joist,replace with, hanger,or directly,one at a time,well,good luck
