Its just a bar or a visual identification of few of the processes or programs running in your desktop at the moment.It shows the date,time,network connection status,antivirus status,firewall status etc..Nothing you really need to bother of.
Secondly(on the lighter side,obviously),yea..taskbar just means that you've to move to linux....

No, it just shows you all open programs so you can easily switch between them.

It's only really called that because one assumes that all work you do on a computer is work related...

No it is supposed to show your tasks, i.e. things you are doing.
