You have tollways all along your route that make it fast and easy...
Go from Bilbao to San Sebastian
than enter France on A63
go north till you turn onto A64 near Bayonne
this will take you to Toulouse via Pau and Tarbes,
then you go on A61 from Toulouse to Perpignan via Carcassonne.

In total it is 650 kms. city to city.
