*First of all there is a limit to number of overseas players a cricket county can have at a time. I believe the number is 2! So, unless you are a very good player in domestic level, your chances are remote! They mainly prefer international players or players who've atleast made international appearances. But players like Brad Hodge, Michael Hussey, Simon Katich (all from Aus) have played in counties even before they made serious impacts in international levels. I think Pieterson also had a season with Hampshire! But all these players were enormously talented.... & were sure to get picked to their respective national sides.
* I believe, the best chance would be via National Cricket Academy. Also upcoming players in under-21 or under-19 levels with international experiences have better chances. Maybe, few counties might just go through profiles of players in the national selection probable list.
* Incase u did get an invite, U have to get the permission from BCCI, maybe your state side & then get your papers cleared for emigration

Not much procedure to be followed.If a player gets a call from a county club he has to get a permission from bcci and then apply for a passport and visa (if not available with him).

Not much of procedure and he should be able to adopt to the conditions abroad and physically fit.

first of all, he should play well. consult an agent and get contract with the county, get permission from BCCI. if all of the above is thru, then he can go ahead.
