It might help if America changed its foreign policies. Many people are sick of being exploited and being betrayed, treated like dirt and insulted.
However I think that since they invaded Iraq things have become entrenched and terrorism has taken on a great deal of momentum. It will not go away easily but instead of punishing them for taking revenge we - the west - could try to figure out what it is that makes so resentful.
It seems only the west is allowed to drop bombs from jets and nobody is allowed to do anything in return. What some people call terrorists others call freedom fighters. We have been tormenting the Middle East for many decades and they have had enough. Fighting America in a conventional way is impossible so they do unspeakable things in order to make war in return. At least that is how it started, but now it has spun out of control and most bombings are for revenge.
It is all insane. The west could try harder to not invade countries based on lies and kill hundreds of thousands of innocent people. That would be a good start.
In any case, many many more people are killed be drunk drivers so keep things in perspective.

I don't think one can ever create a formula for stopping terrorism, any more than one can create a formula for being a good person. But certain actions and surrounding environments can lead to positive change.
What factors usually go into creating terrorism?
1) Usually a strong fundamentalist belief which holds that their beliefs are right and all who act against this belief are "evil" so must be punished or eradicated in some way.
2) said terrorist feels hurt by some outside force.
3) the terrorist actually thinks that violence will bring about positive change.
Notice that when looking at it academically like this, war can be considered a form of terrorism.
My suggestions?
1) don't hold exclusionary beliefs- encourage open-mindedness- agree to disagree- realize that people's opinions are often a product of their upbringing and experiences. Gently educate or discuss with people how their manacheistic black vs white philosophy leads to terrorism and that they don't know everything, therefore there could be truth in what other people think, even if it differs.
2) Don't hurt people, help people. On a global scale that means investing in Peace Corps, Aids relief, emergency relief, peace keeping, working all military matters through consensus, offering uncorrupt governments help, somehow helping or at least noticing suffering people in corrupt gov'ts. Mostly just don't hurt people, if putting guns on Middle East Holy land is against their religion and causes them to get mad enough to kill, we probably shouldn't do it. If pushing our corporate globalism and consumerism on a country whose beliefs are against that and are mad by the errosion of their culture, we should probably stop doing that too... Notice that in order to not harm someone we must first LISTEN. So the US needs to listen to the complaints of terrorists instead of just assuming they're all wrong. Just because terrorists are psychotic and don't have to be listened to doesn't mean that their ideas and complaints shouldn't be listened to. Most likely many sane individuals in the area feel the same way...
3) Realize and help others realize that violence will not bring positive results. Everybody always points to WWI and WWII as positive results- ok, what about all the US's other wars? Not so positive... The lesson? Use force when necessary, but in general violence is not the answer. How can we show potential terrorists that violence isn't the answer? Listen. Show them that we respect their country enough to stop meddling with everyone's affairs for our own economic gain. Giving them violence is exactly what they want. It fuels the fire. It pisses them off. It gives them something to point at and say " See! they bombed your uncles house, they're 'evil' lets get them back!" . If you were honest with yourself and asked yourself "Would I join a group of people who are using violence to stop this other group of people that just blew up my house and killed all my family?" the answer would be 'yes' so you see that terrorism like war can only bring more terrorism. If we have to do war- do it on a small special ops campaign, do it on a large propaganda campaign- do it with polling and figuring out why people hate us and then publicly addressing those concerns, but don't do it with violence!
