What an interestitng question.
Not sure if you cou ld blame the man who flicked the switch as he was just doing his job, on the other hand what a job to do!
I am not a strong christian so can't answer from 'gods' point of veiw but pesonally I think killing of any kind is wrong, regardless of if there is a law sayin its ok

As God has commanded that those who kill be held responible for their actions, then the murderer must be killed by the authorities, or rulers.Genisis 9:5-7 discusses God's laws for those who kill others. We are created in God's image and are God's precious creation, but when Adam sinned and caused the whole race of man to sin then murder entered the world. So man is resposible for his own actions, but when those actions are contrary to to word of God and someone kills another, then the action God requires of those He has placed in command, is that the murderer himself be killed. This however, is not murder. It is just obediance to the word of God.

Everyone is accountable for their own sins. However the bible tells us that love covers a multitude of sins. And there was actually one act in all of history that covered them all!
An eye for an eye, and a tooth for a tooth.......but vengeance is mine saith the Lord! Everyone seems to forget that last line.......
There is only one name under heaven by which men can be saved. Jesus Christ.
Truly there are too many variables to answer that question perfectly....unless you are God who knows even the contents of one's own heart. Good thing it is ultimately him who is in charge, and makes the final decision huh?
Just think,...he knows not only every facet of what precipitated, or preceded an act, he also knows every instant of history as well as the emotions, and conditions of our hearts which led up to them. And can weigh every minute fathom of their totality in summation concerning it all. Completely unbiased in his decision. I sure am glad it is a good, loving, and forgiving God that is in control of our existence....aren't you? The only favoritism he harbors is that he truly loves you....without a doubt!

Your question comes down to a very old problem in ethics. When is it moral for a group to do something that it is not moral for an individual to do. When you decide the answer to that you will have the answer to your question

obiviously the person who flipped the switch, just bcoz man kind is different from animal by having the 6th sense that means has to have his control over him if not it will endedup in crime.

The person who flipped the switch. I wonder who the person was!!! Guess it must be his FATE!!! Just like we see nowadays. YOU CAN CHEAT OTHERS BUT YOU CANNOT CHEAT THE PERSON WHO FLIPPED THE SWITCH i.e. YOUR FATE.
