A year ago a hacker got in my pc and stole a cc number. I was able to track him down by the purchases he made. He had the goods delivered to his house and signed for them. If he ever comes to the USA, there is an FBI arrest warrant on him. Otherwise I have been unable to do anything in the way of prosecuting.

If you contact the New Zealand Police about the matter and have all the details,they may be able to tell you if you can lay charges or not,but you would probably have to do so in New Zealand unless you have pull with someone important in the U.S.
Even so,the Kiwi Police may be interested in any info you can pass on,since the offender may be a person of interest to them and they may possibly already have a file on him.Alternatively try contacting a N.Z.Politician,who may be able to bring the matter to government attention or stir up some action regarding the matter.

in some cases the FBI will approach the NZ law enforcement to extradite the wanted criminal.
your case probably isn't important enough, or the standard of proof is not sufficient.
both countries have signed the treaty to allow for extraditions.
