I have found one way which is limited to UK. It is through the FA but what about people living outside the UK

You have to take classes and earn some kind of degree

The best way to know exactly how, is by contacting the Referee associations in your country/city

And if there isn't any then you can check with the football association of your country And they will give you all what you need.

Keep in mind that there will be lectures, physical demands.
And you have to start from the amateur league and work your way up. and if you are good you will get an international license

eye must be good,red or yellow card u must noe and u must noe it is offside or freekick or penalty!
