Between this and your bracelet question, I'd say someone has some moderate gender identification Issues associated with vain materialistic apparel accessories, or is considering other more drastic body modification procedures.
On the superficial surface of things...I would not do it my self.
If it is your spouse or significant other...discuss it with him politely, see if there are any other things he would like to get pierced and either:
a) Do it with him, and have it done too.
b) Let him be him self, make the decision and learn from the experience.
c) Say nothing and see what he does on his own.
Whether or not it is feminine...gender identity issues & lines have been crossed and constantly redefined every day for the past 40 years, now you are a woman trying to tell a man what to do? IF you retaliate he will do one of two things:
1)Do it anyway, and possibly more, and in more sensitive places...
2) Not do it and hate you for not letting him experience it for himself.
IF you talk him out of it because you prefer he does not do it, don't think for one minute you can talk him out of every other little thing he wants to do the may cross gender Identity lines...Let him learn on his own. That experience will be his best teacher.

Absolutely
I remember a couple years back when it was popular for women to get tattoos around their belly button and a guy friend of mine got it done. It was soooooo gay.

I think a dude with a belly ring is a major turn off. But then again it's also really gross when you see women with them that just shouldn't.

I don't think so, but if he has got a bloated belly then it would look ugly.
