First is your bra size. You measured around your chest BELOW the breasts and got 28". Add 5" and round UP to even. 28+5=33 rounded up = 34.
Next is cup size. You measured 32 aound the fullest part of your chest. Subtract this from the bra size. 34-32=2. 2=B.
Your bra is 34B.

The bra size would be a 28D. The 28" is from your chest size (are you really that small?) and it's one cup size per inch over that for the cup.

Probably about 30b. Meausre around the chest above your breasts under the armpit also. If this measures 30-31 inches you are a 30b, if it measures 32-33 inches you are a 32aa. HTH
