Issues in discipline for special needs....
Is the behavior a natural part of the child's disability, or is the kid acting like a normal child trying out the limits?
Is the consequence one that both fits the problem behavior (when not from the child's disability), AND is something the child can understand?
Is the undesired behavior that is caused by a disability, a behavior that can be accomodated, or is a change of placement (e.g. homebound) needed for the child's and other children's safe access to education?
Behaviors that can be accomodated: out-of-seat wanderer, works better standing up, needs quiet or low visual distraction work space, needs area with minimal material, chronic off-task, etc.
Behaviors that cannot be effectively accomodated in the classroom (requires homebound or isolated 1:1 instructional area): chronic violent behavior, constantly vocal, out-of-seat extra-bouncy and noisy (interferes with other students' learning, even with accomodations for movement), etc.
