I would have to say Serbia because we are just so damn smart! Example: Nikola Tesla, (no, he is not Croatian, his father was a Serbian priest) inventor of the Tesla Coil, the AC current, fluorescent light, an induction motor with rotating magnetic field, the radio, and many other things. Other well known "smart" Serbians include Jovan Cvijić, and Milutin Milanković. That's why Serbia is the smartest country, it's just that people don't pay attention to us, so a lot of intelligence goes to waste.

America has the smartest "person" in the world, but smartest "people" are probably from some Asian country. Those asians.

India. indian students have exceled in all parts of the world. usa, uk, canada...list goes on. india provides a countless supply of educated people. also it has 2nd largest population in the world making number of smart people more in magnitude.
China too, but they communist :(
