Have you thought about pay per click programs? The two biggest, I think, are Yahoo! and Google
A few free resources – check out the sources box for links:
1) Create a blog pertaining to your field
2) Use Yahoo! Local & Yahoo! Groups – Be sure to read the TOS for each one!
3) Write articles pertaining to your field and/or expertise.
4) Advertise on Craiglist
Also, consider signing up for an affiliate program. These programs enable you to advertise on other's sites (your affiliates) and once a sale is made to you, your affiliates & the program are paid a commission.

There are some ways to get traffic:
1. Post in forums. If your site is about XBOX, search for XBOX forums in Google, get a forum account and post actively there. Include your signature with a link to your site.
2. Submit your site to Google Sitemap. This way, Google will crawl your site faster increasing your chances of appearing on Google Search Engines.

"Best" really is subjective - The answer depends upon the product / service your ad relates to (in this case the products / services promoted via your website), the demographics of your target market and also your budget.
For instance, if you were advertising the latest must-have fashion, a full page ad in Vogue would be fantastic, but it wouldn't be so great if you were advertising fishing gear...
