how old are you?

the foreskin is tight and will not be fully detached from the glans in some boys until adolescence.

if you are older, then what are the circumstances surrounding these signs and symptoms?

is there an infection? swelling? redness?

that you are not generating pre-come seems to me to be unrelated... but i wouldn't know, as i'm not trained in medicine.

starting to think i should be though ;-)

what i am certain of is that this does not warrant foreskin removal/circumcision.

this is equivalent to saying that a woman should have her labia/vulva/clitoris removed if she notices some swelling/similar difficulties to you.

if this were the case, such amputation would be the absolute last resort, as it should be for you.

this is because the foreskin helps protect from urinary tract infections, it keeps the glans as an internal organ like it was designed to be (including keeping it moist), and the foreskin contains 36% of the nerve endings of the penis, including most of the ones taht sense light touch, so all the ones good for having sex.

so keep it. there are creams you might be able to apply or, if it is REALLY serious, surgery to modify, not cut off, the foreskin.

Keep it clean, see a doctor. If he recommends circumcision, ask about alternatives or seek a second opinion. There are alternatives, I believe you can just gently stretch the opening and after a few weeks it should be less tight, there might also be a cream to help. Again, ask a doctor. And it's normal to not have pre-*** for some guys.

It is not uncommon. It is highly advisable to see a doctor who will undoubtedly recommend circumcision. Have it done, it's quite simple procedure and you will be rid of pain shortly.
