Of course - the freedom of information act allows anyone to see it for free. Contact the local authority that you want to see the roll for. They will advise if you need to make an appointment or not.

Your local council office/town hall should have the electoral roll for you to see. It's free but you might want to make an appointment.

Yes, you should be able to go to you local library and they should hve a full list of the Register. If you do have to pay I expect it will be a token amount. I believe its public information so youhave right to view it
