Because this world has double standards.
Also because more people find womens' breasts and nipples more sexually attractive than mens' nipples.

First of all it is spelled taboo.
Secondly, it is not taboo in some countries or cultures for women to walk around topless.
They still do it in some parts of Africa, and on beaches and in private communities around the world.
Thirdly, it is this way in most parts of the world because the community views it obscene for a woman to expose her beasts in public. Obscenity is a vague concept that was best defined as "I don't know what it is but i know when I see it." by either Supreme Court Justice Blackmon or Supreme Court Justice Holmes.
And fourthly, unlike a man's pecks a woman's breast do have sexual function and could therefore be grouped with the genitalia as erogenous zones of pleasure. For that reason, they are hidden from public view.

I believe a few years back the then Governor Mario Cuomo signed a law permitting women to go topless at public beaches in NY State Parks.

Because (man's) nipples are on a flat nothing chest, where as a (woman's) nipples are connected to breasts that perform a function, to nurse children and to entice males! Blame it on nature!
