A big company just like Walmart, Enron and IBM are the ones who need a CEO because the operations of the said corporations are so big that someone on the top had act as overseer.

any organization which is splitting the organization in to multiple branches, such as finance and technology needs to have one person to coordinate these branches and serve as CEO
if the company is not that large, it is likely the owner can handle overseeing the company
