Alert 3-4 people without letting him know and then all of us pounce upon him from behind(I'm not a Bollywood Hero who can single-handedly demolish any army)! And obviously a crowd wil be gathered around us, then i'll tell everyone who he is... I guess he will be beaten to death after that, because people dont like to leave such people to be arrested and then releasd later in lieu of some kidnapped dignitary or a hijacked plane!!!

I would call the authorities on my cell phone, and follow him everywhere he went until the authorities arrived. If the police didn't arrive quickly enough, I would begin rallying the crowd around me and incite a riot to attack the dude and take him down.
