The most populous nation in the world is China with 1,315,844,000 estimated in July 2005 by the UN. India is second with 1,103,371,000. The US is in third place with 298,213,000.
By 2050, India will be the most populous nation on earth due to its higher population growth rate.

The Netherlands and Canada have lax laws in regard to marijuana so I'd have to say that they have the "highest" populations.
Please note that these nations also have some of the lowest crime rates in the Western World...coincidence? I think not!
