My little brother doesn't beleive me that a person who built this computer wouldn't be able to access it without the right IP Address, We have moved several times and have had several different internet providers, and then switched back to one that we had before in Michigan... Now we are in Illinois with the same company... The internet was disconnected in Michigan then was connected here... It should have a different IP Adress... Right? It is the same cable modem... And am I right in that without the IP Adress, he can't find this computer?

It depends on your ISP.
Some ISPs provide a dedicated IP Address but most of them offer dynamic IPs only. Some provide dedicated IPs on demand.
An IP address is essential to access your computer.

The IP address does change. When the computer is turned on, if it is a Windows type machine, you can check the current IP address by doing this:
Go to START -> RUN
Type COMMAND
That should open a command line window.
Type IPCONFIG
That will give you your current IP address
It is probably true that someone on the outside would not be able to find that computer unless they know its current IP address.
Dude, you should be using a Linksys firewall anyway to protect the computer from outside access.

IP addresses are assigned by your ISP. Switching providers and moving will change your ISP. Even if you're using the same hardware and the same company, changing your physical location (especially from one state to another) will change your IP address.

the majority of the ISP's give dynamic IP address.
that means that your IP changes even in the same location every x period of time.
You are right, without the IP Address the computer cannot be reached.

Its a different IP address. The idea is called DHCP.
even if you reboot your modem, you will get a new IP address.
do ipconfig /release and then a ipconfig /renew and you might get a new IP address even

the ip address need not be the same.
and yes, without the ip address he cannot get into your computer. but if the person is resourceful and dedicated at getting to know if its you and is your network administrator as well, he might be able to recognize your computer and with the imformation available to him as a network admin can technically get into your computer. But dont worry about it... its unlikely ANYONE will go to those lengths... its technically possible, but not at all easy
