One is OK, but to be really proper it would be written "Eighty-five percent..." It's best not to start a sentence with a number.

Spell out "Two million adolescents..."

Do not begin a sentence with a numeral.

If you don't have very many numbers in the paragraph, spell out numbers under 100. Use numerals for numbers 100 and over, except at the beginning of the sentence.

In a percentage sentence it shouldn't be spelled out. In a number sentence it should. #1 is correct, #2 should be spelled out.

If it's a document with a lot of statitistics and/or mathematics, then this way would be acceptable. Otherwise, spell out numbers under 100. Also, in 1, spell out percent if you spell out the number: Eighty-five % looks weird.
