I went to the P.O. and they wouldn't ship it because their new policy is to ask you if what you are shipping is flammable or not.

You can ship lighters. Ground only, and dry. See the USPS, UPS, and/or FedEx web sites for information.

While you can't take a lighter on a plane, you can pack lighters in checked baggage.

Specifically, you can pack up to two Zippo lighters, if they are in a DOT approved vaporproof container. The Zippo Cargo Case by OtterBox is the container of choice.

What kind of Zippo.....Butane ? or the old time ones with the flint and the cotton wadding and you have to use fluid for.
Either way.....the lighter does not have to be fueld when it is shipped.
