North Korea - no. He's a pawn and a puppet. If Kim Jong Il attacks anyone, it will be because China induced him to do so for their benefit.
China - most defintitely yes. They've been playing us for fools since Mao took power, and will eventually start a war when it suits them. They will win because we let them set all the parameters and then funded their military buildup.
It doesn't matter what Bush does or doesn't do because there are so many people so invested in hurting him that they don't care what enemy it exposes the country to - so long as they can score points off the evil mastermind they're willing to deny the existence of an enemy that's already declared an intent to destroy us.
We have nutballs in this country who pay Michael Moore millions to claim 'there is no terrorist threat.' We allow professors to teach 'George Bush caused 9-11' as established fact and can't touch them. Do you honestly think Americans will believe China is a real threat? Not until we're all enslaved and working the rice paddies, and then it will be too late.

China? No. China is becoming more like us every day. They, too, are tired of the North Korea situation and will likely not support them any more. They are hardly "best friends".
North Korea is a perfect example of why appeasment doesn't work.
