They are anywhere I'm in charge. But seriously, in cultures where work gets done it's a necessity because men are so hardwired to look at them. Sex drive in men is comparable to the desire for chocolate in women multiplied by about a thousand. Everyone who wasn't bottle fed has a thing for them, and it's only worse in men. A simple experiment, have a non-gay male friend try to have a conversation with a female whose nipples are showing, and count how many times per minute he looks. The work loss would be enormous. Also the fact that men are impulsive, and rape is one of those impulses that pops up when the thoughts get going in that direction, you get the picture, or would if you were male. It's like outlawing P.M.S., better to just avoid the situation than expect the other person to change.

in my point of view, first of all you might consider rephrasing your question. As you might know, in a lot of countries it is not a problem for a women to show their nipples. In some countries of course they cant show their nipples in the public. But does any law says that they cant show their nipple? or is it they cant show their body. In most of the islamic countries women will have to cover all the body parts, except face, in some countries like Saudi Arabia, they have to cover 100% including the face. In some of the countries it is fine to wear a bra and an underware. The law does not disallow. So it is not about nipples. It is about the breast as a whole and it is about the body.

It's really stupid, but some most wholesome nerd along the way said that the nipple was the sexual part of the female breast and there fore needed to be covered.
The whole concept is asnine!
I have seen some fat men with larger breasts than some skinny women.
So should they be made to wear a bikini top at the beach???

Because there are some women that you just do NOT want to see their nipples or much of anything else of theirs and they would get offended if it was allowed except for them. Sort of like the George Carlin joke:
Did you ever notice the women that are against abortion are the ones you wouldn't want to screw in the first place?

Y'know, I was going to blow this off as another failed attempt to be provocative, when I recogzed a strange conundrum:
Men have nipples, women have nipples. Women have developed breasts. Men can (legally) expose their undeveloped breasts and nipples. Generally, women can (legally) expose their developed breasts, so long as they cover their nipples. Logic says that the opposite should be true (for nipples/breasts, not men/women).
Huh. But I'm not going to lose any sleep over it.

In some countries and cultures they are allowed. It depends upon a culture's acceptance. In America, it's the Governments influence and policies which dictate it not being allowed here.
