They're all smart in their own way. An animal's intelligence can't be rated by a human as animals are all programmed with means of surviving. Compared to humans, almost all animals would be "smarter" in the wild and would be able to protect themselves longer. A dog doing tricks for a human doesn't make it smart, it is eager to please because it is a pack animal and knows the human is it's source of food. That's instinct. There's no real answer.
As for figuring out puzzles and such, I'm tempted to say rodents, but that's likely just because more work has been done with them vs. other animals.

the most intelligent pet has to be the most intelligent animal, because only a smart animal can understand and communicate with humans, therefore it is a dolphin. Dolphins in captivity are best pets cause they learn very fast and are very friendly.
second place goes to the monkey family, cause they look and behave very similar to the human species. In fact some of the best trained pets are chimps cause their social structure is very similar to ours (so is the size of the brain).
But the most easily available and easily customizable animal is the dog specie. It has a good IQ and the best dog specie is the Labrador.

Pigs are by far the most intelligent of animals. They can be easily trained to do everything a well trained dog can do. As a livestock species, they are extremely clean animals in that they will not go to the bathroom anywhere near their food and water. They also have a great memory.

Don't get a cat... they use you and leave you :p. Horses are my best choice (I am SLIGHTLY biased in this decision... horses are my life) however they are quite expensive. If you don't want the usual dog (which is really the best choice for cheap and loyal) and horses are too expensive you can (with help) train a bird. But really dogs are man's best friends, and they're not your best friend for no reason. Lets say if you were to lock y our dog and your spouse in the back of the trunk and drive around for an hour - which one is happy to see you? Exactly my point, dogs are the best friends you can have. But I still prefer horses!!

Most probably the African Gray parrot. These birds are thought to be the most intelligent as they can learn hundreds or words/phrases and can be trained to respond to many different situations/stimuli.
