"I'm just saying" or "No offense" or "Not that there's anything wrong with that" does it exonerate you from being rude or politically incorrect?

I saw an episode of Seinfeld about something similar to your question, and it really all depends on whom is on the receiving end of your statement. I believe it's a polite way of voicing your opinion, but I believe everyone has a God given right to voice their opinion, without an apology. In my own personal dictionary, there is no such word, as "politically Incorrect".

depends on who you are talking too and your attitude and how far you take the opinion your sharing. like if you say no offense but i don't like the color red. well ok, if someone takes ofense they are the ones being rude. bt if you say no offense but that red color you wear makes you look like your butt exploded after you ate too many twinkies... well then someone is going to be offended.
It's all about that age old... who what when where and why? If any of those questions are answered negatively in what youare saying then it is probably rude no matter how you try to make it not be.

yeah in my opinion it does signify some politically challenged offencism "its really true that the world is in search of peace" but that does not mean that we should go on 4 a cold war that U.S. is certainly draping the world into recently

"No offense" exonerates but "I'm just saying" always leaves something so it doesn't exonerate.

People use those lines all the time when they want to be rude

It makes you sound politically correct, but you've hurt someone's felling somewhere, they may still think you are rude.

I think its a way of stating your honest opinion without intending to offend the person your talking to. Whether or not it offends them is up to them.
