No, the people above are wrong.
When you call him, it goes through the compony right to the phone, if his phone is off, that means all the towers in the US can't find his cell phone, and there is no signal sent to his cell phone, and the compony does not keep the record that you called his cell phone, so if his cell is off, he will not see missed calls.
If you text him, or leave a voice mail, the compony will try sending him the text message or voice mail, if their towers can not find him, they will store it for anywhere between 4 and 20 something days, and then when his phone turns back on, it will find a tower, and when it finds the closest tower, then the compony will send the stored text messages or voice mails to him, but he wont know about the missed calls.

Yes, he would see the missed calls and he would get the texts. Maybe he has his phone off for a reason, though.
