Off course yes. Without the government who the else will interpret and enforce law? Do you know what the government is? Government does not mean the politicians or police or few courts.
If we compare a state with our body, then the government is the bone structure of a nation without which a country (like the flesh our body) cannot stand. It consists of the Executive, Legislature and Judiciary.Executives rule the country by implementing the laws made by legislatures & Judiciary keeps eye on the other two whether the laws and orders are maintained properly or not.
As we cannot walk in the air,we need the hard ground to stand;like that the guidelines in the form of laws and orders provided by the government is the base which provides best environment to live peacefully.
Law is essential to live in a group or community. Even in the jungle law exists.In the beast societies leaders maintain the law in their respective communities. In the civilised human society this work is done by the government.So it is obvious to have a government in a country which is the largest form of a group or community or a society.

I feel that it is necessary to have government structures to interpret and enforce laws. If the societal construct of government did not exist, people would then choose to interpret and enforce the laws at their own will. Saying that, there would be tons of interpretations and enforcement procedures.
I feel that people are not naturally good beings and evil would come about without a construct to control the masses. If everyone was innately good, then there would be no need for laws. Since we live in a world where everything is not good, we need some sort of control mechanism.
If the government did not exist, I feel that naturally an individual or individuals would come up with a function similiar to that of government structures. The world would be a chaotic place is laws did not exist.

Well yeah, Without Government there would be no law to keep People from Beating the crap out of eachother. But Government is SUPPOSED to be there to protect the rights of the people, No neccessarilly JUST the interpretation and Enforcement of Law.

Not federally - According to the constitution, states should make and enforce their own laws. But yes, the government should be involved on some level.

NO WAY! even our forfathers said "THAT GOVERNMENT IS BEST WHICH GOVERNS LEAST" and "THOSE THAT TRADE FREEDOM FOR SAFETY DESERVE NEITHER"!all that is required is IRS ,a milita,coast guard and beureau of roads!thats it ,have a 10% flat tax and GET RID OF ALL OTHER GOVERNMENT PROGRAMS,send the poor a reverse income tax check through the irs(once a year payment if you blow it sorry!)remember there was no RELIEF or welfare for the first 150 years.As we allow government to make our lives safer we are giving up freedom at an alarming rate,to illustrate when i was growing up ridig a bicycle was our job ,after school we rode until we ran out of daylight ,then somebody said "look at those kids,they are NOT safe,we need to help them be safe because WE KNOW BEST,put on helmets,first it was kids and people said are kids are safer(sorry to bust your bubble but bicycle helmets make little statistical difference!) NOW THE ADULTS IN MY STATE(the peopls republic of WASHINGTON) must wear bicycle helmets or face a $101.00 fine,you can just FEEL the SAFETY up here in the north west!look at your own community and the seatbelt laws ,first they encouraged it ,then they made it a "B" level offence(if you got pulled over AND you werent wearing one they added it too your other ticket,NOW they are setting up sting operations at intersections in TACOMA with WSP officers posing as BUMS & HOMELESS radioing ahead to pull over such and such a car NO SEAT BELT
