Yes, I've been doing this all my life...within reason! Don't want to get the bathroom full of odor, so it's important to know just when the toilet really does need flushing. Also, I always keep the lid down on the toilet, which also helps keep the cat out of it. However my current partner insists on us flushing each time. But when he's at work all day, I do not flush every time.
There are other ways to save on water too. Like keep the tap turned off while brushing teeth. If you really want to save water, get a new toilet that is especially designed to conserve water.

Water
About 15 percent of an average home energy bill goes to heating water. To save hot water, take five-minute showers instead of baths, or take cold showers whenever possible. Do only full loads when using the clothes washer or dishwasher. You can save up to $65 a year by using cold water for laundry. Cut back on the use of your clothes dryer. It is a big energy drain, and it can also suck warm air out of your house in the winter. Hang clothes on a clothes rack or on a clothesline to dry, and only use the dryer for towels, blankets and other heavy items. You can also lower the temperature on your water heater. It should be set to warm. So that a thermometer held under running water reads between 110 and 120 degrees.

Aren't there better ways to save on water? Like putting a brick or two in the toilet tank, or running your shower only to rinse the soap off? Just seems like leaving urine in your toilet would be unsanitary.
