If you really need a memorable dress for this special occasion, you should look up a local "dressmaker" or seamstress that can make you one, exactly like you dream of, from scratch. Hey, what if it happens to cost a bit more than you were thinking of, at least it should be exactly what you want without all the worry about wondering through store after store and never finding just want you wanted. Go for it! If she turns it out, and you still don't like it, she'll change it for you--no extra charge no doubt. Where else would you get treatment like that? Just be sure and give her your $100 goal beforehand and see what she says. You can also get a second opinion from another lady in the process. Enjoy your big event in any case. I remember some of mine at your age.

fyi, the only 'goody's' i know of is a music store...
The Limited too/Limeted.com has great stuff, but not a super selection. You can always try Target or Walmart., Yeah i know, lame, no one shops there for real. That way knoe one will have the same one as You! the Gap.com has some sundresses that could work as a party dress, with heels or balet flats. you've got everything else listed. And if you can't find anyhting, your prob is the budget, sorry.
