I've used PhotoShop Elements at work. That's one of the more basic versions available, and it sells for $99 on the bestbuy website. The full version of Photoshop is over $600. Unless you're planning on graphics design for a career, I would think Elements would be sufficient.
Personally, I prefer using the Gimp graphics software. It's available for any operating system and is open-source - i.e. there's absolutely no cost whatsoever. It's also full-featured, meaning there's no stripped-down versions (you can do way more with Gimp than you can Elements). Even if you're set on using PhotoShop, the Gimp may be a good place to start to see if you do enjoy working with photos and graphics enough to pay for the other program. Photoshop is made by Adobe; the same people who make the Acrobat Reader. It works on most newer Windows computers; if you don't have a lot of RAM, there won't be much room to load the pictures. This type of program can use a *lot* of memory. If you've got that, you should be OK.
Having said that, I use a different program for the same purpose. Jasc Paint Shop Pro cost me a bit over $100, which is less than you'd pay for Photoshop (which I haven't priced in a while). It is about as bug free as any software ever gets (actually, I've never had a bug crop up in it - there must be one somewhere, though....) and simple to use.
Of all the image editing programs I've used, this is my favorite. And it can do pretty much the same things Photoshop will do. And the manual is clear and well written; you can actually learn how to use it without much trouble.
A word on the cost: you may think it's a bit high for the one program, and there are cheaper programs out there. I've used most of them. You get what you pay for...

Yes, I own Photoshop. It will run on both the PC and the Mac. It is very expensive, about $500 or more retail. I had Photoshop years and years ago, and through "upgrades" was able to finally own the 7.0 version, which I use for doing computer graphics and digital video productions. Having just purchased upgrades, I didn't have to spend too much money. You could try eBay or do a search for deals on Photoshop. The learning curve for Photoshop is a bit steep, and you need to put in a lot of "mouse mileage" to use many of the tools, like the pen tool. You use that to draw Bezier curves around an object in a picture and trace its outline almost perfectly. You can then cut and paste that object into another picture, anti-alias the edges (make them blend in with the background) so it looks like you are standing on the edge of a cliff instead of on your front lawn. That's one of the things you can do with Photoshop and it has a lot of applications, some people earn a living that way. Just don't think you can learn to use it overnight, it takes some commitment, but you'll learn a lot about digital graphics. A great and intersting skill to have.

I use Photoshop Elements 2 because I can't afford $400 for the real thing, but I think it's great. I bought a copy on Ebay for $15 and it does all I want for web work. I think they are up to version 4 now but it's over $100

Photoshop as far as I know is compatible with Windows XP, but I've found it works better on a Mac... for the Mac version, it is about $400 (CDN), but you can get a trial version for either Mac or Windows XP that lasts 30 days
I use Photoshop on my Mac all the time.. it's really hard to explain how to use it in something like this, but if you want to email me, I'd be more than willing to help with tutorials and that if you're interested

You cant get Photoshop for free in US and any Western country.
and It's illegal, I'm sorry. it's a 600 USD software, you can think it's expensive.

photoshop is kind of difficult for a while but once you get the basics down youll learn fast. you can use it with any computer, if you have a mac you might have to use some special emulators to run it. a lot of people just use it to touch up photos and fix little problems like color balancing or acne and whatever. more use it for digital art ect. check out www.electricheat.org to see some photoshop art

it is expensive but you can get a free trial and use that. It is pretty awesome to play with and definitly is adicting.
I use it to play with my digi cam pictures. I guess u could say I'm a computer nerd. =) My friends totally make fun of me for that. I also like to make 3d things on it like colorful things and use manuals and guides to create things. That's kind of like creating a model plane, just follow the steps.

Photoshop is cool. try GIMP or Gimpshop. I used them. Gimpshop is the most acceptable photoshop clone for my area. look on the Wikipedia article to receive it on the reputable web site.
