If you enjoy the presence of their company and you have things in common to talk about then you like them. If you get chills every time they're near you, you find it hard or scary to approach them and you don't have much in common, then it's a crush. Crushes are usually based on appearances. How attracted you are to them. When you're in love, you get the WHOLE package!
If you are looking to begin a relationship, to like someone first is better because a crush you get over sooner rather than later where as to like someone may turn into love or a life time friendship.
