DEFINITION OF APPORTIONED LICENSE PLATE
Apportioned license plates are issued as a result of the International Registration Plan (IRP). This agreement allows for registering vehicles that travel into two or more jurisdictions. The IRP provides for payment of licensing fees based on fleet miles operated. License fees are based on mileage percentage and are collected by the base jurisdiction and distributed to various jurisdictions. The IRP allows for the issuance of one license plate which will be valid in the jurisdictions traveled. Each license plate must be accompanied by a cab card which indicates the states in which the vehicle is authorized to travel without obtaining trip permits.
An Apportionable Vehicle is:
* a power unit having two axles and a gross vehicle weight or registered gross vehicle weight in excess of 26,000 pounds; or
* is a power unit having three or more axles, regardless of weight; or
* is used in combination, when the weight of such combination exceeds 26,000 pounds gross vehicle weight.
Vehicles, or combinations thereof, having a gross weight of 26,000 pounds or less and two-axle vehicles and buses used in transportation of chartered parties may be proportionally registered at the option of the registrant.
Base jurisdiction means the jurisdiction where the registrant has an established place of business and operational records of the fleet are maintained.
Trailers - There are no longer any states that require a trailer to be apportioned. Trailers may be issued a Louisiana identification trailer plate.

All the answers are wrong...and STUPID! If you live in NYC, then the plate means that the car belongs to a NYC Supreme Court justice(yes, NEW YORK CITY!)...NOT the NY State Supreme Court! The NYC Supreme Court operates in a similar fashion to the Superior Court of California(a a few other states, mostly in the Southwest!)...they're one step up from the NYC Civil and Family Courts! HTH...

Many good thought out answers on this one. I will add; the driver of an apportioned vehicle must provide written documentation of their trip, ie roads traveled, miles driven, fuel purchased and include receipts and logs in trip report folder.
