The blockage is the other side of the drain from your house. If the drain is in the public street, then the blockage is not on your property and the local council should sort it out. At no cost to you.

Don't flush the toilet any more. You need to call a plumbing contractor. You probably have a broken sewer line from the street to your house.

Get it pumped before you have a bigger problem. If its coming back up in your house it sounds like your tank or tanks are full.
