DNA is used to create a copy of an organism because it contains all of the genes for the organism. When the DNA is placed in an embryonic cell without DNA and is put in the proper environment, the genes can be transcribed and translated into RNA and proteins that control development and determine what the organism will be.
Note however, that it is highly unlikely that they would have been successful in recovering enough intact DNA, much less actually cloning the dinosaurs!

DNA contains the "instructions" used when a cell goes through mitosis (when a cell splits). You would in theory use the DNA sample to produce an identical stem cell and the cell would go through mitosis. Eventually the cell would become a genetically identical organism with the same DNA in each cell as was in the original DNA sample.

DNA is like our map. It has everything that makes us - well, us. It holds big things, like our height, and small things, like if one toe is longer than the other. If someone managed to copy a DNA sample into a living being they would essentially create a copy of the being the DNA belonged to. Hope this helps.

Actually, DNA by itself can't do anything. It needs to be nestled in a bed of proteins, RNAs, membranes and fluids to copy an organism.
