No, but they should or maybe they should take responsibility for voting him as president, or not voting against him. If every american voted at their elections you would have the peoples choice and the different interest groups choice.
Remember to choose to vote or not vote is still making a choice, but make your choice count so vote

The Americans cannot sue Bush. He may be impeached by Congress, but he is considered a sovereign as President and is therefore not prosecutable by an average citizen for his actions as President. For that matter, the Federal Government cannot be sued due to the Sovereign Immunity clause of American Law. This can also be used by States.

I would assume you mean President B(u)sh. The simple anwer is "NO." You can sue someone for damages to you personally; but it is not possible to sue a president because you do not like him. This is not a particularly good question. Perhaps you meant to ask, "Will the American government IMPEACH B(u)sh?" And it will require more than the fact that many people no longer like him.
