I would hope that the US government already has such a satellite in orbit and is keeping it a secret, but in either case I would like to know if such a device is possible and what its capabilities and limitations would be.

It might be possible to detect concentrations of radioactive decay from a distance, but this is easily overcome by proper shielding. No, it seems that there is no space-based way to detect all nuclear weapons.

Well as soon as one is launched it is very easy to detect. The Rocket fuel being burned leaves a very large signature along with the large delivery system. Unless it is a Metal Gear REX, The the warhead is fired with a Rail-gun and is invisible to radar cuz it doesn't have a large delivery system or the rocket trail. Metal Gear was destroyed by Solid Snake, he later went on to form "Philanthropy", Philanthropy is an NGO that is recognized by the UN. Philanthropy is an "anti-metal gear" association. So as long as we fix our mistakes for the future generations we are safe.

There have been satellites that can detect a nuclear explosion for many years. But there is no way to detect nuclear weapons just sitting in storage other than inspecting them in person at the storage site.

Not just the weapon itself, but we have great satellite imaging that people study inch by inch everyday. We found missles under camoflouge tarps in Cuba in the 70's, imagine what we can see now.
