If you mean white marks from the plastic being stressed, a hair dryer or careful use of a heat gun will lessen or remove them. Just don't melt the plastic (especially if you use a heat gun).

If it looks "oxidized" or if it has lightened stress marks that are NOT cracks, you can use a combination of a heat gun (or hair drier if you don't have a heat gun) and warm the surface up and then immediately hit it with a polishing wheel (like on a drill or buffer) and polishing compound. If you see complete white through the color, chances are you have "stretched the plastic" and therefore would need to sand with a very fine sand paper and then try repainting with the Krylon paint for plastics. This works very well, but you need to practice your spray techniques on another surface to make sure you get the paint to go on smoothly and without drips and runs. Good luck!

I'm assuming that you have the white stress marks in the fenders that the Yamaha blue is famous for. A heat gun works really well to get rid of most of the white marks....just don't get it too hot.
If you are talking about scratches, then you have to either buck up and buy new plastic, or be prepared for some work. You can get fine scratches out buy using sandpaper, and gradually getting finer and finer....its a pain in the butt, and it won't look perfect, but its better than when you started.

I assume you mean that you have old dried out plastic that you would like to look like new? Sanding, and spraying with a Krylon plastic paint can help, just make sure that the cracks are only on the surface, or you will weaken the plastic.

If you mean the brown scuff marks that appear on white plastic on on/off road bikes, try using Turtle Wax Polishing (not rubbing) compund. Then apply Turtle wax over it, after you wipe off th epolishing compound.

Try rubbing a little cooking oil on it and then scrubbing off with a sponge and dishsoap.
