You must be age 16 or over to drive in NYS. If you have a learner permit or a driver license from another state, you are not exempt from this rule. Drivers under the age of 18 must obey the restrictions described in the DMV brochure, Learner Permits and Junior Licenses. An out-of-state driver under the age of 18 must also obey all restrictions of the state that issued the driver license

legal driving age in NY is 16, I live in NY, and I got my lic. when I was 16, only thing is, she cant drive after 9pm in NY.
when in doubt, call NYS DMV
You must have a NYS driver license or a valid driver license from another US state or from Canada to drive in NYS. In most cases, you can drive in NYS if you have a valid driver license from another country. See "Drivers From Other Nations". The minimum driving age in NYS is 16.

If she is legally licensed as a driver in her state she will be legally allowed to drive in NY.

Does she have a full driver's license, as opposed to a graduated or limited license. If she has a full license I'd say she should be allowed to drive in any state, since she's a visitor, not an NY resident.

I'm pretty sure that as long as she has a valid drivers liscense in the state she lives in they can't stop her from driving in NY. You would probably have to look online and find specifics about it, however.

Nope! People in other states besides california, are very serious about driving and the rules.
You can perform an awesome california slide in cali, but in other states, they will bust you!
California is the only place you can drive on the freeway at 80+ miles an hour and be considered slow.

As long as her drivers license is valid in the state she lives in all other states, by reciprocal law, have to honor that.
