I is very dangerous to replace the fan in your computers power supply. This is the reason that inside it is not easily accessible.
I suggest that you either take the power supply to a computer store (and let the store clerk fry themselves) or to completely replace the power supply.

Try to clean out the fan using "Canned Air". If you move it with your finger and it spins for a bit it my be full of dust and hair. If the cheap fix doesn't work, replace the power supply, its cheaper then burning down your house!

PS FAN usually sucks air out from the PS including the entire system that accumulating dust. sometimes dust will stuck into the fan blade and sometimes heat from the PS which can dry up the lubricant from the rotating pin. you can take off the sticker from it and you can see a small round cap beneath the sticker, take that off and pour a little amount of oil.
If the fan doesnt really work, replace it with the same type.

Consider the price of a new power supply against a new Motherboard, CPU, RAM and a power supply!
A failing power supply means extra cost building up.
And if you want that computer, you will end up having to PAY!

Please - take no chances!
Attempting to work on a power supply (unless you DEFINITELY know what you are doing) could damage your power supply, your system, and maybe your life (No, I'm NOT being paranoid - some friend had a "near miss" with a home-brew (read kit) computer and got a rude shock - LITERALLY).
Replace the power supply.

I replace the fan on an external drive. I ordered from Newark Supply. Soldering wires was done by my electrician friend.

It is not recommended but I have done it very easy and the replacement fan you put in (Double ball bearing)is much better and quieter than the original one. Mine was noisey, but yours hasnt cooled it so you may have overheated the components and it will fail soon.

Check with the psu company and see if it is supposed to run all the time. Some don't run until they get hot. Maybe it is not getting hot enough to run?
If they say something is wrong with it get your stuff from either newegg.com, zipzoomfly.com, or mwave.com.
They have the best prices and newegg also has the best customer service and return policies.
