it keeps popping up. wanting me to enroll

Two possible ways of removal:

1) Start -> Programs -> find system doctor and see if there's an uninstall icon to click on.

2) Start -> Settings -> Control Panel -> Add or Remove Programs -> find system doctor and click on remove.

Sounds like a SPYWARE infection.

its adware or spyware....go to www.lavasoft.com and get adaware also i would try spydoctor 3.8 and should solve your problem. i had the same problems and these things helped me get rid of them. if you are using ie i would think about using firefox as the security is a lot better.
