You need a graph with a cartesian coordinate plane, or a big cross that divides a grid into 4 equal parts. The horizontal line is x, vertical is y. For x, everything right of the vertical y is positive, and left of it is negative. For y, everything up from the horizontal x is positive, and down is negative. Where the two lines meet is 0/0. When a coordinate is given, it's x first, then y. For your example, the slope is 7/10. This means that when x is 7, y is 10. This can be expressed as
7x = 10y
To simplify, solve for one variable, it doesn't matter which but in this case y is easier.
7x/10 = y
OR
y = .7x
In order for this slope, y = .7x, to pass through 0/-8, look at the graph. Find 0/-8 by sliding along the y axis (vertical) until you find -8. The line must pass through this point. Your equation becomes

There is a point-slope form for the equation of a line. It says
y - y1 = m(x - x1)

So you have a slope of 7/10 with the point (0, -8). That means
y - (-8) = 7/10(x - 0)
y + 8 = 7x/10

I think the answer might be y=7/10x - 8 if it needs to be in slope-intercept form. But I'm not 100% sure. And that's seven-tenths x not seven over 10x.
