no, individuals are free to think and feel as they wish, being a racist becomes a legal problem when an individuals racism prohibits the freedom of another in such areas as education, employment, etc. I have the right to dislike a person due to an element in their life, but I do not have the right to take my views one step further and cause that individual to be discriminated against and prevented from enjoying their rights. The state does not have the power to change humanity's heart...but it can provide a fair and equal playing ground for all people...thus I'd say that your question requires two different answers...it is not illegal for mental racism but it is illegal to put your racism into action against others.

Regardless...for society to progress we must learn to value each other for who and what we are....Racism is not healthy...it destroys the good that is to be found in our fellow man....but your question was a good and worthy one. Hope this helped....

Racist actions that cause harm to a person yes, racist when hiring or leasing or selling yes, racist in general, no - freedom of speech and the right to have your own opinions.

Being a racist in your thoughts is not illegal, being racist in your actions can be, depending on whom you offend and whether it's in a private dealing or in, say, a workplace situation. It also depends on what laws are in place where you are. So.... the answer is... sometimes.

Illegal---I would not think so-if so alot of people are doing illegal thinking. Everybody have problems with everybody about something..Especially the people who inforce thing that are illegal, they break all the rules and get away with it...

It can be for White people though racism that is anti-White is the law of the land. They allow us to think the truth but it is dangerous to let on you know the truth on most important subjects including the subject of people that naturally are divided into sub-species (we call races) like all species of plants and animals.
