The official answer to this question given during the 70's by the editor in chief of DC was that over short distances (say 100 yards) Flash wins. Over long distances (say a billion miles) Superman wins because of his stamina.

But this was all before the DC universe was reset. I think officially now, Flash wins simply because Superman isnt as super as he used to be (kinda hard to find reasonable villains to use against a guy that can do damn near anything)

Superman would lay waste to The Flash, but technically speaking, The Flash would be the winner because Superman isn't from Earth.

--how dorky is it to be technical on a question like this? Haha.
